Responsibilities of Capital Planning and Construction Expert Consultative Organization
In order to make scientific city planning and construction decisions, Capital Planning & Construction Commission (CPCC) set up the Expert Consultative Organization in accordance with needs, which was named Capital Planning & Design Examination Committee. It is made up of experts appointed specially, whose major responsibilities are to examine and approve the planning and design schemes of important locations and large projects, and provide decision-making reference and technical assistance for CPCC and the city government. In accordance with the labor division of specialties, the following expert committees have been set up:
1. Capital Planning & Construction Expert Committee
Capital Planning & Construction Expert Committee is an expert consultative institution for the city planning and construction design of the capital. Its major assignments are to examine and carry out the research on the main points of the planning and design of key projects and important locations so as to provide decision-making reference for CPCC, and organize experts to participate in technology appraisal of bid-invitation schemes and selection work of design competitions.
2. Capital Sculpture Art Expert Committee
Capital Sculpture Art Expert Committee is an expert consultative institution of city sculpture work of the capital. Its major responsibilities are to carry out the research on the city sculpture planning and construction of the capital, the sculpture design schemes and problems involving the construction of city sculpture projects with important themes in key areas, so as to provide suggestions for the decision-making of CPCC and the city government.
3. Capital Residential Area Planning & Housing Design Expert Committee
Capital Residential Area Planning & Housing Design Expert Committee is an expert consultative institution of residential planning, design, construction and administration of the capital. Its major responsibilities are to investigate and carry out the research on the important matters in housing development so as to provide technical reference for the decision-making and revision of regulations, and organize experts to participate in the appraisal of the planning and housing design of important residential areas.
4. Capital Transportation Planning Expert Committee
Capital Transportation Planning Expert Committee is an expert consultative institution which puts forward suggestions for CPCC¡¯s transportation planning matters. Its major responsibilities are to investigate and carry out the research on the key matters in the transport planning and construction of the capital, organize experts to participate in the design appraisal of important transport planning schemes and key transport projects, and put forward suggestions for CPCC¡¯s decision-making.
Office of CPCC
Office of CPCC is a routine affair institution in charge of handling the affairs decided by a plenary session of CPCC, Director Official Meeting and Liaison Officer Meeting; and carrying on the routine work when CPCC is not in session. The major responsibilities are as follows.
1. Coordinate and arrange in an all-round way the comprehensive matters in planning, construction and administration; carry out the early stage preparation work involving important problems and submit to CPCC for decision-making.
2. Make the project program and construction plan dovetail, put forward initial examination opinions on whether a key project suits the requirements for the capital city¡¯s character and on the selection of a project site and the scope of construction project, which involve a great influence on Beijing¡¯s environment and old city protection etc.
3. Supervise and inspect city planning, organize the examination of a project and put forward suggestions for the projects¡¯ readjustment which involve significant changes in city planning requirements and overall layout of the city, and then report to CPCC for appraisal.
4. Organize related departments and units to investigate and carry out the research on the long-term matters concerning the planning and construction of the capital, which will influence the whole; and put forward suggestions for the decision-making of CPCC and Beijing municipal people¡¯s government.
5. Organize the Expert Committee to appraise the planning and design conditions, architectural design schemes, sculpture design schemes and key project schemes of important locations and key projects so as to provide reference for the decision-making of CPCC.
6.Office of CPCC is set up in Beijing Municipal Commission of Urban Planning.
Liaison Officer Meeting of CPCC
In order to be favorable for giving impetus to work performance, CPCC established the Liaison Officer institution.
A bureau-grade leader assigned by a member unit of CPCC holds the post of Liaison Officer of CPCC (or the member of CPCC himself holds the post of Liaison Officer). Each member unit will assign one Liaison Officer. Secretary-General of CPCC presides over Liaison Officer Meeting, which is held irregularly according to needs. The major assignments of Liaison Officer Meeting are to report the important situations of planning and construction, coordinate and carry out the research into the related problems of planning and construction, and put forward suggestions and opinions on key problems for the examination of the plenary session of CPCC.
Plenary Session and Director Official Meeting of CPCC
The Plenary Session of CPCC is summoned and presided over by Director or Deputy Director entrusted by Director. The major assignments of the meeting are as follows.
1. Examine and approve the strategic policies, phase achievements, significant
readjustments and changes of city planning and planning administration. 2. Examine and approve the current year¡¯s construction plan and the accomplishment situation of the last year¡¯s construction plan. 3. Examine and approve the planning designs of important regions and key construction projects.
The plenary session of CPCC is held at least once a year in principle.
Director or Deputy Director entrusted by Director summons and presides over
Director Official Meeting, which discusses the important matters regarding the planning, construction and administration of the capital.
Director Official Meeting is held irregularly according to needs.
A Brief Introduction to the Departments of CPCC
In 1983, the Central Committee of the Communist Party of China and the State council approved Beijing City Construction Master Planning Scheme, and in the meantime, approved the founding of the Capital Planning and Construction Commission (CPCC). CPCC¡¯s basic responsibilities are to strengthen the leadership of the planning and construction of the capital, and exert powerful organizing and coordinative functions, so that Beijing¡¯s construction is carried out orderly in accordance with city planning. Its major assignments are to examine and approve the Beijing city immediate plan and annual plan according to Beijing City Master Plan, examine and approve the important and large projects in Beijing region, make local regulations and important government regulations concerning city planning, construction and administration; and coordinate the relationship between the planning and construction of the capital.
CPCC is made up of the leading cadres from the following units: Beijing People¡¯s Government, General Office of the State Council, State Development Planning Commission, Ministry of Construction, Ministry of Finance, Ministry of Land and Recourses, National Auditing Administration, National Cultural Relics Bureau, General Office of the Central Military Commission, Logistics Ministry of the P.L.A., China Construction Bank, Bureau of Government Office Administration of CCCPC, Bureau of Government Office Administration of the State Council, State International Project Security Examination Office, Beijing Development Planning Commission, Beijing Municipal Commission of Urban Planning, Beijing Construction Commission, Beijing Municipal Administration Commission, Beijing Cultural Relics Bureau, Beijing Municipal Institute of City Planning & Design etc.
