Major Responsibilities of BMCUP (OCPCC) are as follows.
1).
Organize the research on urban and rural planning and construction, draft or make relevant policies; participate in the research on city economic and social development planning; and make urban and rural planning, the immediate plan and the annual construction plan dovetail.
2). Draft urban and rural planning laws, regulations and technical standards for the city of Beijing; follow the practice and participate in the examination and verification, coordination and modification of the relevant laws and regulations.
3). Be responsible for the administration of the formulation and revision of the city master plan, district plan, regulatory plan, regional (county) plan and urban design in some important areas; examine the above-mentioned plans and report to the departments concerned for approval, and be in charge of the record management of each approved plan; and, examine and approve some detailed plans according to relevant regulations.
4). Organize the implementation of city planning in accordance with the law, be in charge of the planning administration of all kinds of construction projects, select sites for construction projects, verify and issue a planning permit for the use of land for construction and a planning permit for the construction project; and organize the examination of the tentative design of construction projects.
5). Organize the examination of the implementation of all the plans; be in charge of planning supervision and administration of all kinds of city construction projects, and investigate and prosecute the acts in violation of the law and regulation concerning planning administration.
6). Take charge of city mapping administration, formulate the city mapping development plan, be responsible for the qualification administration of Beijing¡¯s mapping units as well as the management and application of the mapping achievements.
7).Take charge of professional administration such as qualification examination, design quality£¬inviting bids and submitting tenders involving the reconnaissance and design units in Beijing and those coming into Beijing from other provinces, Hong Kong Special Administrative Region, Macao Special Administrative Region and Taiwan as well as those from abroad.
8). Be responsible for the planning, naming and changing of place names in the city of Beijing.

Develop and m anage the geographic information system of rural and urban planning for Beijing £» and be in charge of the administration of city construction archives. 10). Guide the business of planning administration of districts and counties.
11).Handle the other matters handed over by the city government and Capital Planning & Construction Commission (CPCC).
